An update to Coyote to 3.9.X, including (hopefully) fixing the quests to work on the new Ground Zero High Level (sandbox_high).
Let me know if there's any bugs and I'll try to squash them.
Installation follows the normal way, drag the user file in, make sure you download VCQL from the dependencies.

Quick hotfix to the download to remove the locales from other mods that I forgot to remove when packaging. Thanks for catching this Drakia!
