Introduces the Howa Type 64 to Tarkov

Howa Type 64, a rifle that is well known both in media and the JSDF, is chambered in 7.62 Nato rounds. Although it’s supposed to use a modified cartridges with lower gunpowder, locals seems to use regular ones. Oh yeah 30 of them were lost, but i guess that doesn’t matter since it somehow ended up here.
How did this get into a slavic country, like genuinely how, who on gods earth smuggled this here.
Can be bought from Mechanic LL1 (Most of it are in euro or barter)

I would honestly love to see more civilian arms be put into the game. There are so many rifles I want to see, like the Winchester Model 70 or the Slazenger Arms Model 1B (a single shot .22) or the many Winchester lever actions.
