Would it be possible to create something similar that can turn off specific parts of the events? For example, turning off the zombies on the halloween event, but keeping the hideout changes.

yep, exactly this. Ghost has truly made a phenomenal tool.

Do not use SVM that tool is broken and most of time dont even work. i tried it twice for 3.11 and 4.0.2 all it does is only more troubles and still not working. a recommend search around

always using almost all settings there changed to my pref and all good :)

agreed tried all the combos of disabling Halloween and zombies and they still show up and infected rating on maps still shows
