Modify properties of silencers

Currently only allows the modification of every silencer as a whole, allowing you to globally change the heating and cooling, durability burn, ergonomics, muzzle velocity, recoil, and accuracy properties of every silencer. By default they are set to values I found to be reasonable, but the README details what every property does.
