I haven't changed the values in SVM, but have SVM mod. Seen this twice, once in Ground Zero on the Emercom exit. Before you get there, check exit its green when you get there no extraction countdown, and all exits are black. Walk a little way out and check exit. Emercom is green, and you cann extract. Same with Customs Ruf exit, same solution, walk a little out and it's enabled again.
