Install it manually don't use the mod manager, its bugged evidently and installing the 3.11 version of this mod

I have the following error on a fresh SPT 4.0.4 install : 1 plugin failed to load due to errors: ERROR: This version of Use Items Anywhere was built for Tarkov 35392, but you are running 40087. Please download the correct plugin version. I have the 1.3.2 installed.
