Take all the DLL files from SPT\user\mods\RevivalModServer and put it in the BepInEx\plugins
The list is:
RevivalMod.dll
RevivalMod-Fika.dll
RevivalMod-Server
Not sure what needs to be there, but I put all 3 and it works now

I'm having the same issues, I used Fika and installed the addon, but only self revive works, the revive option is grayed out for teammates, may I ask how did you fix it?
