As a work around I've edited the amount needed in the SPT folder in the following location:
SPT>SPTDATA>database>traders>58330581ace78e27b8b10cee>base
Scroll down towards the bottom and you will see the requirements for each trader level. Edit the amount needed for each. I just copied the values from Peacekeeper as I feel currency values were close enough, 11k, 25k and 32k

I feel skiers amount spent in order to unlock each level should be much closer to that of Peacekeeper's, as 800k Euros for level 2 is the equivalent of 100,800,000 rubles. But if this is Intended...... then I guess it's the ultimate Euro Grind
